PRECONSTRUCTION

 

AT Construction offers preconstruction services aimed at meeting client requirements and ensuring the financial viability of projects. Our experienced team, with over 57 years of expertise, focuses on delivering facilities that meet the needs of both owners and end users by considering budget, schedule, functionality, and aesthetics.

 

We utilize our strong relationships with vendors and manufacturers in the Caribbean and eastern US to find innovative solutions for our clients. Our preconstruction assignments are seen as an opportunity to enhance facilities as much as possible, resulting in successful and functioning projects that exceed expectations.

PROJECT CONTROLS

AT Construction involves the construction team and design team early in the preconstruction schedule development using an interactive process. The schedule sets activity priorities and assigns responsibilities to ensure accountability and track progress.

Schedule Management

 

AT Construction will kick off the schedule development process after receiving the award by holding a scheduling session that includes all key team members. This session aims to involve team members in the early stages of schedule development and is recommended to extend to a full-day meeting with the project construction team. The meeting will bring together team members to assess responsibilities, timelines, and emphasize teamwork, realism, and individual accountability.

 

Subcontractors will also be part of the schedule development meetings during the construction phase. Activities will be organized into a schedule with clearly defined tasks and assigned responsibilities under the guidance of an AT preconstruction leader and scheduler. Elements such as design package completion dates, building reviews, bid package issue dates, permit procurement, and construction estimates will be reviewed to ensure accurate and effective schedule reporting for the entire program.

Cost Management

 

AT Construction boasts a team of skilled estimators with expertise in a variety of engineering and architecture fields, making them a top construction manager in the US Virgin Islands and Puerto Rico. Utilizing Timberline Estimating software, they are able to develop, organize, and compare project cost estimates efficiently and accurately. These estimates act as a Cost Model for future projects, tracking cost changes as designs progress and ensuring that projects stay within budget and schedule constraints. By collaborating with the Owner and A/E to establish assumptions and preliminary design estimates, AT Construction guarantees a thorough audit trail for each project, utilizing material take-offs and historic data where needed.

REVIEW OF PLANS AND SPECIFICATIONS

 

AT Construction will analyze all opportunities for value engineering in building materials, systems, and equipment and conduct life cycle cost analysis for major building elements. Value Engineering should not solely aim for cost reduction due to program reduction. Any proposed change must be discussed and approved by the Owner.

 

AT will promptly begin its Project Cost Estimate and compare it with the A/E estimate, if provided, to identify significant cost variations. AT will collaborate with the Owner and the Architect/Engineer to resolve these differences.

CONSTRUCTABILITY REVIEW

 

The construction design documents will be checked by AT Construction for completeness and coordination of work among the trades, and recommendations will be made to the Owner Architects/Engineers for any necessary modifications.

SITE MOBILIZATION / LOGISTICS PLAN

 

AT Construction will meet with the Owner before mobilization to create a site utilization plan. This plan will ensure smooth project execution by allowing employees safe access to the site and work locations, controlling access to authorized areas, and setting limits on construction activities.

SUBCONTRACTOR QUALIFICATION 

& BID PACKAGES

 

AT Construction will develop subcontractor bid packages that are logical, competitive, seamless, and distinct. These packages will include all scopes of work and bid alternates when appropriate. The Owner’s Agreement for Construction Phase Services will be included in each subcontractor bid package.

 

Once accepted by the client, AT will competitively bid on these packages, prioritizing best value whenever possible. The selection standards will consider proven ability, work plan and staffing, and cost proposal. With over 11 years of experience in the USVI construction industry, AT has unparalleled understanding of the local subcontractor community.

BID PHASE 

 

AT Construction collaborates closely with the Owner and Architect/Engineer to determine subcontractor bid packages, competitively bidding them and generating interest from at least three qualified subcontractors for each trade. They assess all bids with the Owner to identify the best bidder for each trade, ensuring transparency throughout the Project. With diverse in-house teams from the US Virgin Islands and Puerto Rico.

 

AT Construction has the resources to overcome scheduling challenges and align with the project vision. Their comprehensive understanding of construction as construction managers, constructors, specialty trade contractors, and facility managers allows them to self-perform tasks and address challenges effectively, minimizing change orders and delays while maintaining control over the schedule and craftsmanship.

DOCUMENT MANAGEMENT 

 

Collaboration, communication, and document management are crucial for project success. AT has partnered with Procore Construction Software to provide our project team with tools for project management and risk prevention.

 

Procore is a cloud-based construction management software that improves project efficiency and accountability through streamlined communication and documentation. Users can access project data from any web-connected device, reducing risks and delays.

 

The project team, including the owner, design partners, and subcontractors, can collaborate anytime and anywhere. The platform offers a range of features, such as RFIs, document management, scheduling, and cost reporting.

Conducting a methodic risk assessment plan protects stakeholders from liabilities while maximizes profits, and ensures an on-time, on-budget project delivery.
